What does livestreaming a council meeting properly involve?

Since 1 January 2025, Western Australian local governments have been required to livestream or record their council meetings and keep the recordings available online for at least five years, under the state’s local government reforms. Most councils are past the deadline. Fewer are past the harder question: whether what they publish is actually watchable.

The stream only carries what the room captures

A livestream is the last metre of a longer chain. If the chamber’s microphones miss the soft-spoken councillor, the recording misses them for five years. Speech reinforcement designed for every seat - councillors, officers and the public gallery - is the foundation; cameras and encoders are the easy part bolted onto it.

Run by the people who run the meeting

Councils do not employ broadcast engineers. The person starting the stream is the governance officer taking the minutes, so the system has to start from one control, recover from a dropped connection on its own, and publish to the archive without a technician in the room.

One standard across the estate

Technical Alliance supports more than thirty City of Rockingham facilities on one platform - Crestron control, Biamp audio - which means the chamber works the way the committee rooms work, and faults resolve against a known standard. That record is on the register.
